Program: Quarterly Census of Employment and Wages (QCEW) Program

Program Description: The QCEW program compiles data by industry and county of employment, wages, and contributions from employers subject to state unemployment insurance laws.

The program operates under a Cooperative Agreement between Kentucky and the U.S. Department of Labor, Bureau of Labor Statistics (BLS). Employees in this program must follow BLS methodology and adhere to the confidentiality guidelines established by the U.S. Department of Labor and the state of Kentucky.

Position Description: Performs beginning level professional analytic work in gathering, tabulating, and analyzing labor market and workforce data. Codes, compiles, verifies, edits, and tabulates labor market data for the Quarterly Census of Employment and Wages (QCEW) Program. Assists with the Annual Refile Survey (ARS) and in the production of a comprehensive tabulation of employment and wage information for workers covered by state Unemployment Insurance including data on the number of establishments, monthly employment, quarterly wages, NAICS industry classification, county, and ownership sector. Employees in this program routinely contact employers via telephone to collect information.

Minimum Requirements:

  • Graduate of a college or university with a bachelor’s degree.
  • Experience in gathering, computing, and analyzing statistical data for surveys and/or labor market reports or related experience will substitute for the required education on a year for year basis.

Duties: 

  • Using the North American Industry Classification System (NAICS), codes new employer accounts established by UI Tax Branch.  Verifies physical location, mailing address, and industry classification. Researches and validates unclassified county and NAICS codes.  Ensure that all accounts with more than five employees are industry coded.
  • Assists in conducting the Annual Refiling Survey (ARS) according to criteria and performance requirements targeting 1/5 of Kentucky employers. Assign valid codes (NAICS, county, ownership and MEEI) based on responses received.
  • Runs jobs for ARS, including a Monthly Summary Management Report for the Atlanta Regional Office. Updates employer data based on Missing Employment Letters produced by Unemployment Insurance.
  • Reviews and edits micro data prior to the transmission of QCEW EQUI files for all four quarters. Contacts employers as necessary to collect information on increases and decreases in employment and wage information.
  • Analyzes and documents predecessor/successor relationships to ensure that transfers are correctly recorded on the micro file. Contacts employers as necessary to verify industry and physical location information.
  • Assists in the preparation of reports and tables for publication, assists with QCEW data requests, and performs other duties as assigned.
